With tweaking, the NPC idea is not half bad. It should be simply - kill it in certain time. If you fail to do so (includes if another player shoots it down) then you lose XP. NO, listen to me! You shouldn't be able to shoot NPC's in UN space because it is a no fighting zone. No fighting = safe. If you can shoot NPC's, they can shoot you. UN space is no longer safe.
