He's referring to a time during the spring of 2019 when, for a few weeks, a full reinstall was required every time an update was released. The problem was in the Launcher Application's auto-patch update system and was fixed.

After installing the game to a Windows 10 machine, you might find that the game immediately closes after launching.

In this case try right-clicking on the icon, choose Properties, then choose Advanced, then check the box for "Run as Administrator".

An update was recently made that allows fullscreen mode play at any resolution.
